Backing founders, regions, and new ways to work.
ELISA started as an IT venture. We put what we learned building our own businesses into people starting out, small businesses in rural Japan, and work opportunities for people with disabilities.
Startup support
Early-stage companies need money, systems, and someone to push the business forward with them. We map out financing that includes equity and loans, not just subsidies.
-
Capital policy and share issues
Term sheet and cap table, third-party allotment design, and support for the share issue registration and shareholder register, handled together. Registration itself is handled by a partner judicial scrivener.
JPY 24 million share issue for an IT venture
-
Combining equity, loans and subsidies
We align the business plan with revenue and cash flow, including bridge financing.
JPY 80 million equity for a hardware venture / JPY 420 million subsidy for a hardware startup
-
Commercialization and new companies
Starting from nothing but a technology seed, we launched a survey project in cooperation with the Ministry of the Environment, set up a dedicated company for the project, supported drafting the business plan, formed the decision-making bodies, built a team with administrative scriveners and patent attorneys, and planned the financing. The commercialization R&D application recovered from a first-round rejection and was approved in the second round.
Regional commercialization R&D subsidy, approved 2018
-
Business plan competitions
From supporting the business plan to entering business plan competitions and building the product.
Regional revitalization
Information about programs, and people who can write the plans, are harder to find the further you are from the big cities. We team up with local businesses and governments to build businesses that stay in the region.
-
Small businesses in a rural town, opening sales channels together
We are planning a promotion for the town's anniversary year as a joint project by local small businesses. Together with the community, we are preparing to use the joint type of the Small Business Sustainability Subsidy, which lets several small businesses pursue new sales channels together with the chamber of commerce or a similar body as lead organization.
-
Factories and commercialization in Fukushima's Hamadori region
We have supported businesses in this region since our first approval in 2018, planning new and expanded factories and commercialization projects with local companies and government.
Business location subsidy: JPY 900 million (2025) / Commercialization R&D: approved 2018
-
A municipality's hometown tax donation program
From designing and sourcing local businesses' products as return gifts to running orders and shipping, we built a system that brings sales to local businesses.
Over JPY 100 million in first-year donations (as reported by the municipality)
-
Small businesses and artists during the pandemic
For the Sustainability Subsidy and Benefit, we built a chat-based application support system that semi-automated the process, supporting a large number of applications in a short time.
332+ Sustainability Subsidy and Benefit applications / 30+ arts continuity applications
Work for people with disabilities
As AI spreads, work that only people can do, such as reading handwriting or making the final call on a judgment, is actually growing. We supported the launch of a business that brings that work to people with disabilities.
-
From concept to incorporation
We supported the launch of a service that lets companies outsource desk work to people with disabilities working at employment support facilities. Our role covered the concept and business plan, incorporation and the company website.
Incorporated as a new company in August 2026
